Founder

Douglas Westmoreland — Systems engineer, program manager, and architect with 30+ years running large-scale public-safety, radio, and software systems. Currently architecting a production C++ Session Border Controller and a multi-provider AI agent orchestration framework, with a portfolio of vertical SBC + LLM products under development.

Selected engagements

  • Independent Consultant — SME to City of New York 911 (2016–present). NYPD/FDNY Motorola AXS console replacement (1,000+ technical requirements). FDNY CAD / unified CAD redesign. NYC drone-as-first-responder (UAS/DFR) system engineering. PSEM radio backhaul. NextGen 911 system engineering and security support, including generation of the NG911 ESInet Core architecture, Logging & Recording, Call Handling subsystems (2,000+ requirements), the NG911 RFP and pricing workbooks, three SOWs, and significant contribution to contract legal attachments.
  • CISA / DHS High Value Asset Lead Assessor (2022–2023) — via SAIC and YES Inc. subcontract. Led CISA HVA assessments for 911 centers and PSAPs in New Jersey, Kansas, Nebraska, and Missouri.
  • Chief Engineer, ECTP2 — Northrop Grumman (2013–2014). Promoted to Chief Engineer for the New York City 911 Center in the Bronx (NGC contract $270M inside a $2B city program). Design authority for all technical designs and architecture; chaired the technical review board during formal testing; ran a near-flawless radio subsystem Factory Acceptance Test. Worked with DoITT, FDNY, and NYPD to design the network architecture and security controls to ISO 27001.
  • Principal Engineer, NYSTEC (2005–2008). Technical management of the NYSTEC engineering team on the $2B New York State Statewide Wireless Network. M/A-COM capacity, Grade-of-Service, and RF base-station coverage review. Helped plan emergency control stations at the NYC World Trade Center site.
  • System Engineering / Architecture / Security — Northrop Grumman (2000–2004). UK Tetra “Airwave” public-safety radio network (mmO2) for police, ambulance, and fire across England, Scotland, and Wales. Designed the internal security architecture, authentication, security zones, directory services, firewalls, and the IPSEC VPN solution securing external digital radio connections for up to 50,000 users. Worked with the CESG UK Accreditor to define security architecture and controls.
  • Senior System Engineer — Northrop Grumman (2008–2012). RF DSP R&D lead on the next-generation System Measurement System (SMS). Systems lead on 5 awarded proposals. Advanced interface control documents and DAC compression techniques.
  • Northrop Grumman (1984–2000). Control-room and network design for the City of San Jose (500 workstations, firewalls, Exchange, AD). Multi-million-dollar DSP subcontract technical management. MATLAB/C++ simulation of DOD classified satellite communications. NASA Orbital Maneuvering Vehicle communications simulation. EMP coupling analysis (Minuteman complex, Minuteman missile, aircraft). Elected to the 1993 NGC/TRW Denver Labs Advanced Signal Processing IR&D roll-of-honor.

What we believe

  • Most AI projects fail at the engineering step, not the model step. We’re engineers first.
  • The WordPress plugin ecosystem has a quality problem. We’re fixing it for our customers one plugin at a time.
  • Multi-agent software development is real — when the orchestration is designed like a system, not a prompt.

What we don’t do

Generic marketing sites. Template flips. “AI consulting” that’s one ChatGPT account and a PowerPoint.
